AKSSF held a technical assistance workshop on September 8-9, 2011. This workshop provided guidance related to internal controls
and business/financial management systems relevant to managing federal funds. Please note that grant regulations changed for all
federal grants awarded on or after December 26, 2014 (including the federal fiscal year (FFY) 2015 Pacific Coastal Salmon Recovery
Fund (PCSRF) award). Your organization must follow the grant regulations current at the time of the federal award (with the exception
of audit requirements, as stated below). Section VI.A.3 of your subaward agreements or section VI.A.3 of your project terms and
conditions document states which PCSRF award funds your project and section VII or VI, respectively, lists applicable regulations.
For projects funded from FFY15 and later PCSRF awards, the workshop remains a good overview, but please review
2 CFR 200 for updated cost principles,
uniform administrative requirements, and audit regulations for all types of entities (except commercial/for-profit organizations).
Your entity may need to make changes to your entity-wide policies (e.g., payroll or procurement systems) to comply with the new regulations
if you are funded from a federal award made on or after December 26, 2014. Practically speaking, these changes would impact existing projects
funded from earlier federal awards, but entities wishing to implement entity-wide system changes to comply with 2 CFR 200 will not be
penalized for doing so.
All organizations are subject to the revised audit requirements at 2 CFR 200
beginning with its first fiscal year starting on or after December 26, 2014.
